Tall Cabinet Rails

Excuse me if this has been addressed before, but I could not find anything to address my need.
Building a 5 opening kitchen tall cabinet. Cabinet defaults are 2" for top rail, middle rail 1.5"
The top opening will be the same as default for uppers (38.5" for a 42" upper), the rail between opening 1 and 2 will be 1.5", but the rail under the second opening needs to be the same as the to top rail of adjoining base cabinets or 2". Remaining rails set to default.
Is there a way to adjust individual rail heights of tall cabinets?
From what I can gather from reading multiple threads, cabinets can be combined for rendering purposes. But, I'm concerned with accuracy of layout and cut lists. If there is no option to adjust rail heights, is there a way to combine cabinets to create an accurate manufacturing drawing?
