Shelf bottom height with toe kick

I built a 60" wide double bowl vanity with a 3.5" toe kick. 


Then when I built the faceframe, it is exactly 3.5" short of the full cabinet height. 

Is the toe kick a part of the faceframe?

I thought it was supposed to be recessed and under the cabinet?

No, toekicks are not part of the faceframe. They are usually made from sheet goods and faceframe are made from solid wood. What you are describing sounds exactly as it should be.
